In today's struggling economy state and local taxing authorities are taking action to generate tax revenue in a variety of ways. States are discovering new ways to identify non-filers and utilizing new, and often questionable, criteria in determining who they can and can't subject to tax.

Several states are even abandoning their current tax structure and implementing new types of business taxes in their state in search of tax dollars to maintain balanced budgets.
However, every cloud has a silver lining and the current tax environment is no different. Some states are offering incentives to delinquent filers or payers to step forward and become current with their liabilities while potentially avoiding penalties and interest.
